Mae Gorfodi Parcio Sifil (GPS) yn golygu y bydd Cyngor Dinas Casnewydd yn cymryd y rhan fwyaf o’r gwaith o orfodi parcio ar y stryd gan Heddlu Gwent o 1 Gorffennaf 2019.

Tan hynny, bydd Heddlu Gwent yn parhau i fod yn gyfrifol am orfodi parcio.

Rheolau parcio

Nid oes unrhyw newidiadau i reoliadau parcio fel y nodir yn Rheolau'r Ffordd Fawr.

Os ydych wedi parcio rhywle yn y gorffennol yn groes i’r rheoliadau parcio ac yn parhau i barcio yno gallech dderbyn Hysbysiad Tâl Cosb wrth i’n Swyddogion Gorfodi Sifil ddechrau patrolio.

Swyddogion Gorfodi Sifil

O 1 Gorffennaf 2019 bydd tîm newydd o Swyddogion Gorfodi Sifil, wedi’u cyflogi gan y Cyngor, yn patrolio’r ddinas.

Bydd y swyddogion hyn yn gallu gorfodi’r holl gyfyngiadau sy’n gysylltiedig â pharcio ar y briffordd gyhoeddus os yw cerbyd wedi’i barcio’n anghyfreithlon, gan gynnwys:

  • parcio ar linellau melyn
  • parcio’n hwy nag a ganiateir mewn mannau parcio
  • parcio o flaen cyrbau isel
  • Parcio ymhellach na 50cm o ymyl y cwrbyn

Caiff unrhyw docyn parcio (Hysbysiad Tâl Cosb) ei gyhoeddi gan Swyddogion Gorfodi Sifil yn lle’r heddlu.

Bydd cyfyngiadau traffig eraill yn parhau i gael eu gorfodi gan Heddlu Gwent, gan gynnwys troseddau traffig sy’n symud, parcio peryglus ac ati. 

Nid yw Cyngor Dinas Casnewydd yn bwriadu cyflwyno clampio neu symud cerbydau ar yr adeg hon.

Hysbysiadau Tâl Cosb

Bydd y ddirwy naill ai’n £70,  £35 os caiff ei thalu o fewn 14 diwrnod,  £50 am droseddau parcio llai difrifol, £25 os yw’n cael ei thalu o fewn 14 diwrnod. 

Yn unol â deddfwriaeth, rhaid i’r arian sy’n dod o Hysbysiadau Tâl Cosb gael ei ddefnyddio i dalu am weithredu’r gwasanaeth gorfodi, gydag unrhyw arian dros ben yn cael ei fuddsoddi mewn projectau gwella traffig.

Ni fydd gan Swyddogion Gorfodi Sifil dargedau i gyflwyno nifer penodol o HTCau.

Y Broses Apelio

Os ydych am herio Hysbysiad Tâl Cosb, dilynwch y cyfarwyddiadau ar gefn yr hysbysiad a chyflwyno her ysgrifenedig o fewn 14 diwrnod i’r dyddiad cyhoeddi.

Os caiff eich her ei wrthod, caiff y gyfradd ostyngedig ei hailddechrau am 14 diwrnod arall.

Peidiwch ag anwybyddu Hysbysiad Tâl Cosb gan y bydd y tâl yn cynyddu os na chaiff ei dalu neu os na chaiff her ei chyflwyno.

Gallai unrhyw oedi pellach arwain at gamau gweithredu gan asiantau gorfodi (beilïod), gyda’u costau’n cael eu hychwanegu at y ddyled sifil.

Ni fydd cynlluniau parcio i breswylwyr yn newid oherwydd GPS.

Bydd parcio mewn man parcio i breswylwyr heb arddangos trwydded ddilys yn parhau i fod yn drosedd parcio ar ôl cyflwyno GPS a gallai arwain at gyflwyno HTC.

Ni fydd GPS yn newid rheolau parcio ar gyfer deiliaid bathodyn glas

Civil Parking Enforcement (CPE) means that Newport City Council will take over the majority of on-street parking enforcement from Gwent Police from 1 July 2019.

Until then, Gwent Police remain responsible for parking enforcement.

Parking rules

There are no changes to parking regulations as set out in the Highway Code.

If you have previously parked somewhere outside the parking regulations and continue to park there you may receive a Penalty Charge Notice as our Civil Enforcement Officers start patrolling.

Civil Enforcement Officers

From 1 July 2019 a new team of Civil Enforcement Officers, employed by the council, will patrol the city.

These officers will be able to enforce all parking related restrictions on the public highway if a vehicle is parked unlawfully, including:

  • parking on yellow lines
  • overstaying time limits on parking bays
  • parking across drop kerbs
  • parking more than 50cm from the edge of the kerb

Any parking ticket (Penalty Charge Notice) will be issued by the Civil Enforcement Officers instead of the police.

Other traffic restrictions will continue to be enforced by Gwent Police, including moving traffic offences, dangerous parking etc. 

Newport City Council does not intend to introduce vehicle clamping or removal at this stage.

Penalty Charge Notices

The fine will be either £70, reduced to £35 if paid within 14 days, or £50 for lesser parking offences, again reduced to £25 if paid within 14 days. 

Legislation requires that money from Penalty Charge Notices is used to cover the cost of operating the enforcement service, with any surplus invested in traffic improvement projects.

Civil enforcement officers will not have targets to issue a set number of PCNs.

Appeals process

If you wish to challenge a Penalty Charge Notice, follow the instructions on the reverse of the notice and submit a written challenge within 14 days of issue.

If your challenge is rejected, the discounted rate will be restarted for a further 14 days.

Please do not ignore a Penalty Charge Notice as the charge will increase if it is not paid or if a challenge is not made.

Any further delay may lead to action by enforcement agents (bailiffs), with their costs added to the civil debt.

Resident parking schemes

There is no change to resident parking schemes because of CPE.

Parking in a resident parking bay without a valid permit displayed will remain a parking contravention after CPE has been introduced and could result in you being issued with a PCN.

Blue Badge holders

CPE does not change the rules for parking for blue badge holders

Blue badge holders can still receive a PCN for certain parking contraventions, please refer to the guidance booklet issued with your blue badge for details.
