Leasing Schemes

Leasing Scheme Wales

Leasing Scheme Wales (LSW) is a leasing scheme funded by Welsh Government and managed by local authorities. The scheme provides landlords in the private rented sector (PRS) with the opportunity to lease their property to the local authority for a guaranteed monthly rental income and full property management service for between 5 and 20 years.

Grants are available to bring properties up to standard; local authorities will provide landlords with additional guidance. Grants of up to £5,000 are available to bring the property up to the agreed standard and/or to increase the EPC rating to a C. For properties which have been empty for six months, grants of up to £9,999 are available for five-year leases and up to £25,000 for longer leases.

We are currently looking for properties of various sizes and types across Newport as there is demand for a variety of housing.

Private Sector Leasing Scheme

Newport City Council operates a Private Sector Leasing Scheme. Properties leased under the scheme are used as temporary accommodation for homeless households.

The scheme offers landlords the opportunity to lease their property to the Council for a minimum of 12 months at a guaranteed rent that is paid quarterly in advance, regardless of whether the property is occupied or not.

Our dedicated tenancy management team will manage the property, undertake regular property inspections, deal with any day-to-day repairs and ensure it is returned to you at the end of the lease in a reasonable condition, minus any wear and tear.

You will not need to pay council tax on the property during the term of the lease and will not be responsible for utility bills.

Properties

The PSL scheme is managed by our Housing Needs team and requirements change according to particular pressures. If you have an empty property in Newport that you are interested in leasing to the council, please contact: [email protected] who will liaise with the team to ascertain whether there is a need for this type of property. If the property is of interest for the PSL portfolio, your details will be passed directly to the Housing Needs team who will contact you to discuss further.

Please note, if you have a mortgage on the property you will need to check any requirements your mortgage company may have and you will need landlords’ insurance.
