Head of Housing & Communities

Newport is a leading council with a great deal to offer.  Our housing and communities services have delivered excellent outcomes for our residents and we are looking for someone to develop and deliver a service that we are proud of.

We have restructured our Head of Service team to ensure we are fit for the future and ready to meet our challenges and vision as a council.  We have a fantastic team who will support you  to shape and develop this newly established role.

The authority is in the process of re-assessing the housing and housing-related support needs of Newport’s citizens which will emerge from the completion of an up-to-date Local Housing Market Assessment. 

We are also responding to a number of post-covid initiatives to support Welsh Government’s vision to end homelessness including implementing the Ending Homelessness Action Plan and developing a Rapid Rehousing Transition Plan.

You will transform these aspirations into reality by working with partners to support the authority’s vision of delivering innovative housing and support solutions via both existing and emerging funding streams.  These include £8.5m Housing Support Grant and £16.6m Social Housing Grant allocations for 2022-23, with further increases anticipated in the coming years.

The role

As part of the council’s leadership team, you will work closely with the Director for Environment & Sustainability in influencing and shaping the housing and communities agenda.

You will also work alongside other Heads of Service to deliver coordinated services to our city. 

This is a new role within the structure and will bring together services such as strategic housing, housing needs, homelessness, housing support, community regeneration, community cohesion and our relocation scheme.  As strategic lead you will manage relationships with partners and ensure delivery of services to our communities is at the forefront.

Salary: £80,122 - £86,277 plus benefits

Assessment

If you are successfully shortlisted, you will be contacted and invited to continue through the assessment process. You will be notified in writing if you are unsuccessful.

The selection process will test the skills and knowledge needed to effectively perform the duties of the job for which you are applying. Part of the process may include a telephone or virtual assessment and psychometric testing.

Shortlisted candidates will be invited to attend an assessment centre with elected members, partners and senior leaders. This will likely take place using Microsoft Teams and may include a face-to-face interview.

The assessment centre may be run over a number of days with different sets of assessments.  During the assessment process you will meet officers and councillors who will assess your knowledge, skills and experience against the specification for the role using a variety of assessment tools.

The questions are intended to allow you to expand on your application and will enable the panel to make a fair assessment of each candidate.

You will have an opportunity to ask questions about the job, conditions of service etc to panel members.
