Improvement objectives
The council is required to publish its improvement objectives each year, to assess its own performance against those objectives and ensure that those objectives are published and available for public comment.
Newport City Council’s Annual Improvement Plan 2012-13 (pdf), summary (pdf) and Welsh summary (pdf) set out the overall improvement objectives the council has for the city and for itself as an organisation:
- Newport is a Caring City
- Newport is a Fairer City
- Newport is a Learning and Working City
- Newport is a Greener and Healthier City
- Newport is a Safer City
- Newport is supported by an improving and transformed City Council
This plan was agreed by the Full Council on 25 September 2012. (The Plan is available in Welsh or other formats on request).
2011/12 Performance Review
The Council has recently published its Annual Performance Review 2011/12 which provides detail about our performance over this time.
Improving services
Each individual council service has its own annual service plan which has been approved by the appropriate cabinet member and considered by the relevant Overview and Scrutiny Forum.
These plans set out what each service expects to achieve during the year and also identifies targets for service performance.

Outcome agreement
The council has an Outcome Agreement (pdf) with the Welsh Government which sets out action plans with agreed performance objectives in areas of shared priority between the council, other public services in Newport and the Welsh Government.
Up to £1.6 million of additional funding each year depends on achieving success against these objectives.
Achievement against these outcomes is reported to Cabinet on a quarterly basis.
