Performance

Improving Services

The on-going improvement of services that we provide to the people of Newport is a major priority for the city council.

Performance management (the processes we use to improve services) has increased significantly at the city council as service improvement has become a major priority for us. Since spring 2005, we have used 'Views', a performance management software system, across all services of the city council. Using 'Views' we now report the majority of our key performance data monthly or quarterly, allowing us to intervene promptly if a service appears to be going off course. Views has become an essential management tool used when we consider the performance of services.

Newport has effectively put in place a number of key reporting and monitoring processes that ensure that performance management is considered across the organisation. These include:

  • Performance Board, a sub-committee of the Cabinet, which is chaired by the Leader of the Council, provides corporate leadership on service improvement issues.
  • Senior managers formally review high level, key performance information regularly basis.
  • A Performance Management Project Group takes forward issues around the use of performance data in the management of services.

Annual service plans include a balanced score card of around 30 key measures by which their performance will be monitored. Service plans are subject to discussion at relevant meetings of overview and scrutiny forums at the beginning of the financial year. Progress on service plans is discussed half way through the year.

Our Performance Management framework and cycle (the various plans and strategies relating to performance and risk management) have been revised to take into account new guidance on the Wales Programme for Improvement.

Newport's regulators reviewed our performance management arrangements in December 2006 and complimented us on our approach and the implementation of Views.
