Newport City Council is a Unitary Authority. Unitary Authorities are responsible for the administration of all areas of local government within a single tier for a given area. The council was formed initially as a County Borough in 1996, and obtained City Status in 2002. It is the 8th largest in Wales, providing all major services such as education, leisure, housing, social services, planning and highways.

There are 50 councillors - 21 Labour, 17 Conservative, 9 Liberal Democrats, 1 Plaid Cymru and 2 Independents. The Mayor of Newport is elected by order of seniority and holds office for a year. The Leader of the Council is elected annually by the majority group of Council Members. The Leader’s role includes the role of Chair of Cabinet.

Newport City Council has a Managing Director and Corporate Directors who together oversee the delivery of services.

The council employs approximately 7,500 people and has an annual revenue budget of around £300 million. The Report & Accounts 2008-2009 (pdf) shows the financial performance for the year for all activities undertaken by Newport City Council.
