Sustainable communities for learning

The Sustainable Communities for Learning Programme invests in schools, providing build and improvement projects through a match–funding commitment from the Welsh government.

Newport City Council has delivered investment to the value of £52m under Band A of the programme. The council’s initial Band B programme was approved by Welsh government and provided an overall funding envelope of £70m with 65% being contributed by Welsh government.

The council submitted a revised Strategic Outline Programme to Welsh government in December 2021. This was approved on 8th February 2022 to include a new project at St Andrew’s Primary School. The Band B funding envelope now stands at £84.2m.

Current projects

Whiteheads (Relocation of Pillgwenlly Primary School)

The work started on site in summer 2023 and is due to be completed in November 2024. Pillgwenlly Primary School will then relocate from its existing site to the new build from December 2024.

St. Andrew’s Primary School (Junior School building replacement)

Work started on the new junior building in July 2023 and it is due to be completed in December 2024. St. Andrew’s Primary School pupils in Year 3 to Year 6 will move to the new building in January 2025.

New Sports Hall at Ysgol Gyfun Is Coed

Work has started on a Welsh government funded project to provide a new sports hall at Ysgol Gyfun Gwent Is Coed. It is expected that the work will be complete by late spring, 2025.

Caerleon Comprehensive School

The designs for the new school building are ongoing.

Completed projects

Bassaleg school

The project included the removal and replacement of a range of existing buildings with a new state of the art teaching block, new sports pitches and improved access and parking. The main project began in February 2022, and the new building has been fully operational with pupils and staff using the new facilities from September 2023.
