Leasing Scheme Wales
Leasing Scheme Wales (LSW) is funded by Welsh government and managed by local authorities.
The scheme provides landlords in the private rented sector (PRS) with the chance to lease their property to the local authority. This guarantees monthly rental income and full property management services for between five and 20 years.
This includes:
- a guaranteed monthly rental income
- full property management service (including repairs and inspections)
- leases between five and 20 years
Grants up to £5000 are available to bring properties up to standard, and/ or to increase the EPC rating to a C.
For properties which have been empty for six months, grants of up to £9,999 are available for five-year leases. This increases up to £25,000 for longer leases.

Private sector leasing scheme
The council operates a private sector leasing scheme. Properties leased under the scheme are used as temporary housing for homeless households.
The scheme offers landlords the opportunity to lease their property to the council for a minimum of 12 months at a guaranteed rent. The rent is paid quarterly in advance, regardless of whether the property is occupied or not.
Our dedicated tenancy management team will:
- manage the property
- undertake regular property inspections
- deal with any day-to-day repairs
- ensure it is returned to you at the end of the lease in a reasonable condition, minus any wear and tear
You will not need to pay council tax on the property during the term of the lease and will not be responsible for utility bills.

The Private Sector Leasing scheme (PSL) is managed by our housing needs team. If you have an empty property in Newport that you are interested in leasing to the council, please contact the housing team at [email protected].
The team will enquire whether there is a need for this type of property. If the property is of interest for the property leasing scheme portfolio, your details will be passed to the housing needs team. They will contact you to discuss further.
If you have a mortgage on the property you will need to check any requirements your mortgage company has. You will also need landlords’ insurance.
