Newport City Council is working with energy companies to support households become energy efficient and help lower the cost of energy bills.
The national ECO4 scheme focuses on supporting low income and vulnerable households.
This scheme will begin 14 June 2023 until 31 March 2026.
The ECO4 scheme can provide:
- cavity or solid wall insulation
- loft insulation
- room in roof insulation
- solar PV installation
- renewable heating measures
- replacement gas boilers (gas properties only)
Who can apply?
Not every household will be eligible for funding support at this time.
Households which can apply for the ECO4 scheme include:
- owned or privately rented homes which are not energy efficient (energy performance certificate of band E, F or G)
- household income of below £31,000
- referred for support through the Citizen’s Advice Bureau, council tax reduction or eligible for free school meals
- have a qualifying health condition

This grant is available to homes which are currently heated by gas or heated by other means (electric, oil, LPG, solid fuel).
Homes currently heated by gas boiler must have:
- a back boiler
- floor standing boiler
- at least 18 years old
- non-condensing boiler (hot water tank)
How to apply?
To apply for the scheme, you can chose one of the approved contractors listed on the Warm Wales website.
Then contact your chosen company with your details, they will ask you some questions and carry out a survey to decide if your home is suitable for energy efficiency improvements.
If you accept energy efficiency measures under this scheme, the contract will be between the homeowner and the contractor, the council will accept no responsibility for any loss.
