Traffic Regulation Orders

A Traffic Regulation Order (TRO) is required for measures that restrict traffic or parking in some way, either for safety, to improve accessibility, to prevent damage or to maintain the local environment, e.g. double yellow lines. 

Consultation periods for proposals last 21-28 days during which time you can raise objections.

The Welsh Government will introduce a default 20mph speed limit on restricted roads in Wales from September 2023.

You can find out more information about the legislation and maps showing which streets in Newport will default to 20mph, and which streets will have limits set at 30mph.

Newport City Council (Various Roads, Newport) (20mph and 30mph Speed Limits) Order 2023

NOTICE is hereby given that Newport City Council in exercise of its powers under Section 84 of the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, intends to make the above named order. 

If you wish to object to the proposals you should send the grounds for your objection in writing to Conveyancing.Team@newport.gov.uk by 28 July 2023.

Newport City Council (Various Roads, Newport) (20mph and 30mph Speed Limits) (Revocation) Order 2023

NOTICE is hereby given that Newport City Council in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, intends to make the above named Order, the general effect of which will be to revoke existing 20 mph and 30 mph Speed Limit Orders listed in the Schedules below by reason of the Welsh Government default 20 mph Speed restriction due to be implemented from September 2023 and those Orders no longer being required.

Newport City Council - Prohibition and Restriction of Waiting and Loading and on Street Parking Places Order 2023

NOTICE is hereby given that Newport City Council intends to make the above order in exercise of its powers under Sections 1(1), 2 (1) to (3), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as "the 1984 Act"), Part 6 of the Traffic Management Act 2004 (hereinafter referred to as "the 2004 Act") and all other enabling powers.

Newport City Council has a duty under section 122 of the Road Traffic Regulation Act 1984 when making TROs to consider the expeditious, convenient and safe movement of traffic and other traffic (including pedestrians) and the provision of suitable and adequate parking facilities on and off the highway
