Pillgwenlly PSPO
Following consultation, Newport City Council has put in place a Public Space Protection Order (PSPO) in Pillgwenlly (Pill) with the backing of partners including Gwent Police.
The PSPO restricts certain anti-social behaviour in public spaces in Pill and deals with the types of behaviour that local people said concerned them.
PSPO measures
No person in the restricted area shall:
- Refuse to stop drinking alcohol or to hand over containers (sealed or unsealed) which are believed to contain alcohol, when asked to do so by an authorised officer.
- Behave in a manner that has caused or is likely to cause harassment, alarm or distress to a member of the public and then refuse to disperse from the area when asked to do so by an authorised officer.
- Beg in a manner which is aggressive or intimidating or is likely to cause someone to feel harassed, alarmed or distressed.
- Urinate or defecate in a public space or in view of the public.
- Sell, use or possess intoxicating substances - this does not include alcohol, tobacco products or prescribed medicines. Persons who breach this prohibition must surrender any such substances to an authorised officer when asked to do so.
- Cyclists, or users of scooters, E-scooters, E-bikes, skateboards and hover boards, are to dismount when asked to do so by an authorised officer.
- Spit from their mouth.
- Attempt to buy sexual services from another person.
Any person who, without reasonable excuse, fails to comply with the PSPO commits an offence and could be liable on conviction to a fine of up to £1,000 (up to £500 for the alcohol restriction).
Police and Council officers will give offenders the opportunity, in the first instance, to pay a fixed penalty notice of £100 to avoid prosecution.
