Pet shop licence
If you run a business selling animals as pets you need a licence from Newport City Council.
Any building where animals are sold as pets is termed a 'pet shop', including your own home.
You can't sell animals as pets in public places, for example, from a market stall.
Conditions
Council officers may carry out an inspection to check that:
- the accommodation will be suitable for the animals
- you will provide enough food and drink and visit the animals regularly
- you will take reasonable precautions to prevent the spread of infectious diseases
- mammals will not be sold if they are too young
- you have plans in case of fire and other emergencies
The council may add other specific conditions to your licence.
The licence will be valid for one year and a fee is payable.

Fines and penalties
If you run a pet shop without a licence, or break the terms of your licence, you could be fined up to £500 and imprisoned for up to three months.
