Caerleon AQMA exhibits the worst air quality of current AQMAs in Newport due to factors including:

  • the narrow High Street which acts as a ‘canyon’ concentrating vehicle emissions and not allowing the air to move freely
  • the type and volume of vehicles travelling through this area
  • the lack of alternative routes causing significant congestion during peak rush hour periods as well as school times)

A study of Caerleon High Street AQMA was commissioned to identify the potential causes of traffic congestion and poor air quality.

The assessment involved the collection of traffic and other highway related information using automatic traffic counters (ATC), surveys and video footage throughout the High Street, on major junctions and other locations on the one-way system.

Monitoring took place over two weeks (midweek to midweek) during November 2014 and identified issues that are likely to be affecting air quality in the area.

Further work is required to identify changes to road layouts that may improve air quality.

Because of the constraints of the historic streets in Caerleon only small scale changes are considered possible at this stage.

Temporary traffic light trial

A temporary traffic light system was used between 2.30pm - 7pm to allow traffic to pass in free-flowing pulses along High Street and Goldcroft Common.

The environmental health service continues to monitor air quality within Caerleon using diffusion tubes and will be installing additional monitoring equipment. 

Newport City Council has a statutory duty to produce an action plan to try and improve the air quality across the city, focusing on the AQMA(s).

Results of the work above will be added to the revised action plan with measures that are likely to improve air quality.
