The governing body of Malpas Church in Wales Junior School and Newport City Council consulted on the proposal:

To extend the age range of Malpas Church in Wales Junior School from 7-11 to 4-11 to enable a new all-through 4-11 primary school to be established on the site with effect from September 2017. As a consequence, Malpas Church in Wales Infant School will be discontinued on 31 August 2017.

Consultation  

29 November 2016 - 15 January 2017

The consultation was an opportunity for people to learn about the proposal, ask questions and make comments that will be recorded and summarised in a consultation report which will be published and considered when the council takes a decision.

There were two drop-in sessions for those most directly affected by the proposal with council officers on hand to explain the proposals in more detail and answer any questions:

Responses to this consultation will not be counted as objections to the proposal but will instead counted as adverse comments.

Objections to a proposal can only be registered following the publication of a statutory notice, which is the second stage in the proposal.

The deadline for responses to this consultation was 15 January 2017

The proposal

This is a joint proposal by the governing body of Malpas Church in Wales Junior School and the council, concerning the provision of English-medium voluntary-controlled education at Malpas Church in Wales Infant School and Malpas Church in Wales Junior School.

The governing body of Malpas Church in Wales Junior School proposes to extend the age-range of Malpas Church in Wales Junior School from 7-11 to 4-11 years.

As a consequence, the council is proposing that Malpas Church in Wales Infant School is discontinued on 31 August 2017.

This will enable the establishment of a new single all-through voluntary-controlled Church in Wales primary school for children aged between 4 and 11 years from September 2017.

The new primary school will have capacity for 378 children.

There are no capital works planned for the site as a result of the proposal.

Growing national evidence shows that all-through primary schools create more consistency between year groups and key stages in teaching, learning, planning and assessment with improved use of teachers’ skills, specialist teaching and improved pastoral arrangements, as well as benefits for finance, management and leadership.

When the formal consultation period ended, a consultation report was prepared which summarised the issues and points raised and included a list of frequently asked questions about the proposal.

Statutory Notice Stage

The governing body of the junior school and the council's Cabinet Member (CM) for Education and Young People has considered the views and responses received during the formal consultation process and have decided to take forward the proposal.

A joint Statutory Notice (pdf) was published 27 February 2017 for a period of 28 days following this publication date.

Final decision

The full statutory consultation process has ended on the joint proposal by the the governing body of Malpas Church in Wales Junior School and the council to amalgamate Malpas Church in Wales Infant School and Malpas Church in Wales Junior School.

This process passed through the statutory notice stage without objection and a final decision has been taken by the governing body of Malpas Church in Wales Junior School and the Cabinet Member for Education and Young People to implement the proposal.
