The proposal
The proposal is to establish a generic 10-place Learning Resource Base (LRB) class for pupils aged between 4 years and 11 years with additional learning needs at Caerleon Lodge Hill Primary School, Roman Way, Caerleon, with effect from April 2019.
This will not have any effect on the current admission number for any year group, including the nursery class.
The LRB is additional provision available through the design of the new school building which is being provided by the council in conjunction with Welsh Government through Band A of the 21st Century Schools Programme.
The council is committed to providing LRB facilities in all new school builds to support a more inclusive approach for pupils with additional learning needs.
We would like to move to a position where there is a least one LRB class in each cluster of primary schools. There is currently no such provision within the Caerleon cluster or in the neighbouring St Julian’s cluster.
This proposal will not have any detrimental impact on mainstream education provision at Caerleon Lodge Hill Primary School, and in fact it is considered that there will be long term benefits for both the school and the wider community.
Consultation
Consultation took place between 5 September and 16 October 2018
The consultation was an opportunity for people to learn about the proposal, ask questions and comment on the proposal.

Drop-in sessions were held where people most directly affected by the proposal met with council officers who were available to explain the proposals and answer any questions.

A Statutory Notice (pdf) was published on 7 January 2019 for 28 days and closed Monday 4 February 2019.
Determination
The consultation passed through the statutory notice stage without objection and a final decision was therefore taken by the Leader of the council.
Final decision
The Leader of Newport City Council has decided to implement the proposal to establish a generic ten-place Learning Resource Base (LRB) class for pupils aged between 4 and 11 years with additional learning needs at Caerleon Lodge Hill Primary School with effect from April 2019.
