Replacement Local Development Plan

The Newport Local Development Plan (LDP) was adopted by the council on 27 January 2015 and sets out the council’s planning framework for the development and use of land in Newport between 2011 – 2026.

In accordance with statutory requirements the LDP has been monitored on an annual basis with the Annual Monitoring Reports (AMR) published here

To ensure that LDPs are kept up‐to‐date, local planning authorities are required to commence a full review of their plans at least once every four years following plan adoption, or sooner if the findings of the AMRs indicate significant concerns with a plan’s implementation.

On 14 October 2020 Newport City Council agreed to begin the formal review process of the LDP. 

The Newport Replacement Local Development Plan

The new plan will be about how land in and around Newport should be developed over the next fifteen years.

The plan will:

  • Decide where new development should happen.
  • Decide which areas should be protected.
  • Become the basis for how all planning applications in Newport will be decided.

Preferred Strategy (Pre-Deposit Plan)

Now closed (submissions period: 25 October 2023 – 20 December 2023)

As part of the ongoing work preparing the Replacement Local Development Plan (RLDP), we are now seeking your feedback on the proposed Preferred Strategy (Pre-Deposit Plan). 

The Preferred Strategy represents a partial draft of the RLDP, based on the feedback received from previous consultations undertaken and the available evidence base collated to date.

The consultation includes:

  • the scale of homes, jobs and employment proposed
  • the key sites and existing allocations identified to support growth
  • the strategic policies to support the delivery of the vision and objectives of the RLDP.

Additionally, the Candidate Sites Register, the Initial Integrated Sustainability Appraisal and the Habitats Regulations Assessment Screening Report are also available for comment.

Initial Integrated Sustainability Appraisal (ISA) and Habitat Regulations Assessment (HRA) screening report

Now closed (submissions period: 25 October 2023 – 20 December 2023)

An Integrated Sustainability Appraisal (ISA) and a Habitat Regulations Assessment (HRA) are required as part of the development of the RLDP. 

The ISA appraises the potential for positive and negative effects against a sustainability framework. The HRA is an assessment of potential effects of protected European sites.

An Initial ISA Report and HRA screening report have been made available for comments and can be viewed alongside the Preferred Strategy.

Additional Candidate Site Submissions

Now closed (submissions period: 25 October 2023 – 20 December 2023)

As part of the Preferred Strategy consultation, additional Candidate Site proposals are able to be submitted for consideration, as set out in the Development Plan Manual (March 2020).

It is important to note that the submission of a Candidate Site does not represent a commitment on the part of the council to take sites forward into the RLDP.

Furthermore, any submissions received will be required to include a higher level of detail to support the proposal, recognising the progression into the later stages of the RLDP preparation.

Growth and spatial options 

Now closed (submissions period: 25 January 2023 – 8 March 2023)

The growth and spatial options consider the scale of growth (housing and employment) and broad options for where that growth could be located (spatial options). Your feedback will help refine the growth and spatial options to best represent the communities that live in, work in, and visit Newport.

Delivery agreement: revised timetable

The Delivery Agreement sets out the proposed timetable and the community involvement scheme. This was approved by Welsh Government on 24 May 2021.

To allow for changes in the preparation timescales, a revised timetable was agreed by Welsh Government in writing on 24 January 2023 and is available to view online.

Draft vision, issues and objectives

Now closed (submissions period: 31 January 2022 - 25 March 2022)

As part of the ongoing work preparing the Replacement Local Development Plan (RLDP), we are now seeking your feedback to help refine the draft vision, issues and objectives to best represent the communities that live in, work in and visit Newport. 

The report sets out what the council believes are the key issues, challenges and opportunities facing Newport and provides a draft vision and objectives for the RLDP. You can find out further information here.

Candidate Sites

Now Closed (Submissions Period: 30 June 2021 – 27 August 2021)

As part of the ongoing work preparing the replacement Local Development Plan (RLDP) we are now opening the Call for Candidate Sites.  Candidate Site proposals received within the consultation period will be considered for inclusion within the RLDP.  A Candidate Site Register will then be publicised at the Preferred Strategy stage. You can find out further information here.

Integrated Sustainability Appraisal

Now Closed (Submissions Period: 30 June 2021 – 27 August 2021)

An Integrated Sustainability Appraisal (ISA) is required as part of the development of the replacement Local Development Plan (RLDP).  The aim of the ISA is to inform and influence the plan-making process with a view to avoiding and mitigating negative impacts and maximising positive outcomes.  The Scoping Report for the ISA has now been drafted and is available. You can find out further information here.

Commencement of RLDP preparation - delivery agreement approved by Welsh Government

On the 24th May 2021 Welsh Government confirmed its approval of Newport City Council's delivery agreement (now superceeded as of 24 January 2023), this can be viewed:

Review report and delivery agreement

Informal call for large development sites

Closed 20 November 2020

The council invited submissions of potential development sites of over 1ha or more than 50 units to aid our understanding as to where the market is seeking to invest, this is now closed.

Please note: this was not a formal RLDP stage. All sites will need to be submitted at the formal stages of the RLDP.
