Local Development Order

A Local Development Order (LDO) streamlines the planning system by granting blanket planning permission for non-contentious, though not necessarily minor, forms of development in a particular area.

The Newport City Centre LDO, which applies to approximately 21.00 hectares of land, grants conditional planning permission for specified uses in basements and in ground and upper floor units.

It is hoped that the LDO, in permitting a wide range of compatible uses, will help to increase occupancy levels and commercial activity in Newport city centre.

After three years, the LDO will be considered a success if two or more of the following changes have occurred in the city centre:

  • the number of vacant ground-floor units has decreased
  • average annual footfall has increased
  • ten or more vacant units above commercial premises have been brought back into use
  • ten or more new dwellings have been created through the LDO process
