Newport City Council to fine Network Rail

Newport City Council is to fine Network Rail for failing to complete work on both Somerton and Cardiff Road rail bridges.
Somerton was due to open on Monday June 27 and Cardiff Road on Saturday June 25.
Network Rail failed to inform the council that it had suffered setbacks in Somerton in December when bad weather forced work to be suspended, adding to the time the bridge would be complete.
Newport City Council had already agreed to a reasonable revised duration taking the programme to May 1, which took into account the engineering difficulties.
For Cardiff Road Bridge, while there is now two-way traffic on the road, the scheme should have been completed by June 24.
The council has the power under Section 74 (NRSWA 1991) to fine Network Rail for every working day it goes over the agreed end date and will be doing so until work is complete.
Councillor Ray Truman, Deputy Leader and Cabinet Member for Environment, Sustainability and Transport said the delays were unacceptable to the council and its residents who had been patient while the work on the electrification of the rail network was ongoing.
He said: “Network Rail is treating Newport with contempt if it thinks it can disregard agreements and ignore deadlines.
“We have the power to fine Network Rail and we will do everything in our power to ensure we send a strong message to Network Rail that we won’t stand for this.”
