Councillor Debbie Wilcox, Leader of Newport City Council, has paid tribute to Ron Morris who served Newport as a councillor more than 20 years.
Councillor Morris represented Beechwood ward and served as Mayor of Newport from 2001 to 2002.
Councillor Wilcox said: "Ron's year as Mayor was notable because it was during that time that Newport found out it was to be made a city and he played an important role in that achievement.
"It meant he was the last mayor of Newport County Borough. He carried out more than 460 engagements despite a personal sadness as his wife Peggy passed away passed away during their year as Newport's first citizens.
"As well as being a committed and well-liked councillor from the early 1980s until he stepped down in 2004, Ron was a former professional footballer and ran a shop with Peggy before their retirement.
"My sympathies to all his family and friends. He will be greatly missed."
