Fly-tipper fined £1,000

A man who dumped waste materials on the side of a road has been fined £1,000 by magistrates.

The court was told a policeman witnessed Mindagugas Kalonas of Warner Road, London, fly-tipping building waste on July 3 last year in a layby on the A4042, Heidenheim Drive in Newport.

Mr Kalonas pleaded guilty to fly-tipping, contravening section 33 of the 1990 Environmental Protection Act. As well as the fine, he was also ordered to pay £175 costs, and a victim surcharge of £30 when he appeared at Cwmbran Magistrates Court on March 6.

Councillor Ray Truman, Deputy Leader and Cabinet Member for Environment, Sustainability and Transport, said he was delighted to see such a case go through the courts.

“We can’t stress strongly enough that fly-tippers and their anti-social behaviour will not be tolerated in our city.

“Luckily this incident was reported so the perpetrator could be taken to court and given a substantial fine. We will not hesitate to fine offenders in the future, but we need people who witness such incidents to report it to us so we can gather evidence and prosecute offenders,” said Cllr Truman.

Newport City Council’s Pride in Newport campaign was set up to tackle problems such as fly-tipping, and has three dedicated waste enforcement officers actively targeting fly-tippers, and those who fail to dispose of their rubbish responsibly.

As part of the campaign, a Pride in Newport hotline has been set up for residents to call if they witness fly-tippers in action.
