Consultation on a draft taxi licensing policy

Newport City Council consulted on a draft licensing policy which adopts Institute of Licensing guidance on determining the suitability of applicants and licensees in the hackney and private hire industry.

The council's Licensing Committee and licensing manager regularly consider the fitness and propriety of applicants or current licence holders to determine if an applicant is fit and proper to hold a hackney carriage or private hire drivers licence, with the aim of protecting the public.

Consideration is given to an applicant’s criminal convictions as well as other matters such as allegations, charges, complaints or conduct.

The council's adopted policy has been in place since 2017 and provides guidance on the treatment of convictions, cautions and criminal charges in respect of new applicants and existing hackney carriage/private hire drivers and operators.

The Institute of Licensing (IOL) has issued guidance on this general area and the council now has the option of adopting its recommended standard.
