Newport City Council has consulted on the proposal:

To increase the capacity of Millbrook Primary School from 210 to 315, creating a permanent 1.5 form entry school from September 2018

The consultation ran from 11 September to 22 October 2017 and is now closed.

The consultation gave an opportunity to learn about the proposal, ask questions and make comments that have been recorded and summarised in a consultation report (pdf) for consideration when the council makes a decision.

Two drop-in sessions were held for people most directly affected by the proposal, with council officers on hand to explain the proposals and answer any questions.

The consultation response pro-forma (pdf) was available at the drop-in sessions.

Responses made during the consultation period were counted as adverse comments rather than objections to the proposal as objections can only be registered after the publication of a statutory notice. 

The proposal

The proposal is to increase the whole school capacity for pupils of statutory school age from 210 (1 form entry) to 315 (1.5 form entry).

As a result, the published admission number for the school will increase from 30 to 45.

The increase in capacity will take place in stages.

The school is housed on a large site with enough space and infrastructure in place to support an increased capacity.

The council has already carried out the building work necessary to ensure that the whole school is equipped to meet the demands of a 21st Century learning environment. 

This proposal supports the council’s vision for 'the right school in the right place' and the philosophy of 'local schools for local children'.

There is increasing parental demand for school places in this area of the city and the site can support additional capacity without any detrimental impact on other local schools. 

This proposal will benefit the local community as the capacity of Millbrook Primary School will be eventually be increased across all year groups from Reception to Year Six.

The capacity of the nursery class will remain unchanged at 32 part-time places delivered over either a morning or afternoon session.

What happens next?

The Cabinet Member for Education and Skills will now consider the views expressed and decide whether to proceed with the proposal.

If the decision is taken to proceed, a statutory notice will be published in the local press and at the school.

The statutory notice period will last for 28 days following the date of publication and enables people to express their views in the form of supporting or objecting to the proposals.

If no objections are received following the publication of the statutory notice the Cabinet Member will make the final decision as to whether to proceed.
