Newport City Council took over the majority of on-street parking enforcement from Gwent Police on 1 July 2019.

Camera car

From Monday 24 August 2020 a mobile parking enforcement vehicle will be in use across Newport to help reduce the numbers of unlawfully parked vehicles including outside schools, in bus stops and on pedestrian crossings. 

The hybrid car will be fitted with cameras on the roof and will be clearly recognisable with logos and ‘parking enforcement vehicle’ displayed.

Standard fines apply and penalty charge notices will be sent to vehicle owners address.

Civil enforcement officers

There are no changes to parking regulations as set out in the Highway Code.

A team of civil enforcement officers employed by the council patrols the city and is able to enforce all parking related restrictions on the public highway if a vehicle is parked unlawfully, including:

  • parking on yellow lines
  • overstaying time limits on parking bays
  • parking across dropped kerbs
  • parking more than 50cm from the edge of the kerb

Parking tickets (or penalty charge notices) are issued by the civil enforcement officers rather than the police.

Civil enforcement officers do not have targets to issue a set number of parking tickets.

Newport City Council does not intend to introduce vehicle clamping or removal at this stage.

Other traffic restrictions continue to be enforced by Gwent Police, including moving traffic offences, dangerous parking etc.

Resident parking schemes

There is no change to Newport resident parking schemes because of civil parking enforcement.

Blue Badge holders

Civil parking enforcement does not change the rules for parking for blue badge holders, who can still receive a parking ticket for certain parking contraventions, please refer to the guidance booklet issued with your blue badge for details.
