Council Housing
On 9th March 2009 Newport became the first city in Wales to successfully transfer its housing stock.
Newport City Council and Newport City Homes signed agreements for the transfer of rented homes, leaseholders, shared-ownership properties and 300 staff to the not-for-profit social landlord. In November 2007, tenants of Newport City Council voted to transfer to a new landlord and ownership of over 9,000 homes has now passed to Newport City Homes.
Newport City Homes
From this point, Newport City Homes will be responsible for managing the former council properties and will develop its own waiting list and allocations policy. However, under an agreement with Newport City Homes, the council can nominate homeless households, and people from its Housing Register who are seeking housing, for some of the properties which become vacant.

Applying for housing
Since March 2007, the council has advertised all available properties through Property Choice (pdf), the choice-based lettings scheme.
During a transitional period following stock transfer, it has been agreed that Newport City Council will continue to advertise and allocate properties, on behalf of Newport City Homes. The Property Choice Advert will advertise all Newport City Homes vacancies.
If you are already on the council’s Housing Register, you will be able to bid for properties by bringing or sending your coupons to the Rehousing Services Office as before.
If you wish to apply for housing, you can contact the Rehousing Services Office for an application form to go onto the council’s Housing Register for nomination to Newport City Homes, or other housing associations in Newport. You will also be able to apply direct to Newport City Homes, as you can to other housing associations.
Homeless?
The council has a duty by law to assist people who claim they are homeless or who are likely to become homeless within 28 days. Applications should be made to the Re-housing Services Office during office hours, and in emergencies outside office hours to the council on (01633) 656656.

Community Alarm Service
The Community Alarm Service enables subscribers to summon help quickly in an emergency. Anyone in the Newport area who is elderly, disabled, has a serious medical condition or feels vulnerable in any way may subscribe to the service for a small weekly charge.

Housing Grants
Grants are available to carry out adaptations to the homes of people with disabilities. Grants may also be available to housing owners and landlords for repairs and improvements to property.
